I decided to make this as a way of discussing the story and concepts of this tale. First and foremost, though a lot of the main characters are cats, other animals are in there too. To that end, I have a way that this world works: the main groups of vertebrate animals, mammals, birds, reptiles, amphibians and so on, are their own races. Amongst themselves, they can interbreed, though not across lines. I am mostly using mammals here, since the primary animals that get made into anthros are mammals. Now, we go the Sonic route and when two mammals of related species have a child, it is a hybrid, but, with two unrelated species, it will be the species of one of the parents. Regarding the scripture references, Balto is Moses, while various other canines represent other significant figures.

Yes, they can. I wanted to make Po and Tigress the rulers of China, but didn't know how to get it in. I also have two OC cubs I made for them, the imperial princesses. They can have a son too.
