They weren't official Jedi at the time. They had been banished from the order for falling in love with Po and Simba. Due to the war, they were allowed to keep their lightsabers.

No. They haven't been mentioned yet in GF's version. The only Mandalorians in our version are Vitaly and a couple of of unnamed raiders on Dantooine.
