Ok, I have at least a decent list of who has and will appear in the Legend of Avatar Aladdin, each separated by category:

Notes:

. I have done away with that sexist rule in the Northern water tribe where women can't learn combative waterbending.

. Wendy is an adult here.

. Ariel is Triton and Athena's only child in this version.

. The list is updatable.

Now, on with it...

Disney characters:

. Aladdin- The main protagonist, the avatar and crown prince of the Fire Nation

. Jasmine- Firebender, Aladdin's girlfriend/wife

. Cassim- The reigning firelord and Aladdin's father, a powerful firebender

. Esmeralda- Queen of the Fire Nation, Cassim's wife and Aladdin's mother, as well as primary firebending instructor

. Wendy- Aladdin's airbending master

. Triton- Chief of the Northern water tribe and waterbending master, instructor to Aladdin

. Ariel- Triton's daughter, waterbender

. Athena- Wife of Triton, mother of Ariel, non-bender

. Mole- Aladdin's earthbending instructor

. Avatar Mulan- The previous avatar, a native of the Earth Kingdom

. Li Shang- Mulan's deceased husband

. Merlin- Leader of the Fire Sages

. Jafar- Long Feng-esque earthbender

. Hamed (The real name of the Sultan)- Jasmine's father, nobleman, non-bender

No, it never was. The original fan art pieces that inspired it were, but I deliberately chose not to do it that way. It is much easier that way.
