If you mean in languages like English or other anthro languages, then only a few can. For example, my Protoceratops companion can speak several languages, both dinosaur and anthro.

No. Most are just impossible to tame. There are a few of the small carnivores that live among us and the other dinosaurs. For example, Shifu's library assistant in Waterfall City is a Velociraptor.

you realize velociraptors are not the human sized dinosaurs, but are about the size of a small dog I think.

There's more than one kind of velociraptor. The one Shifu works with is a Deinonychus. We just call them "velociraptor" because they're in the same dinosaur family. Any other questions?
